Joe brings more than 19 years of experience in transportation systems planning, design, and construction. His responsibilities include coordination with clients, agencies, the public, and utilities, as well as report and study development; preparation of plans, specifications, and estimates; and construction engineering services.

Joe’s project experience includes the rehabilitation, reconstruction, and maintenance of urban and rural intersections, streets, and highways. Known for his practical, collaborative approach, he works closely with project stakeholders to deliver well‑coordinated, constructible solutions that support successful project outcomes.
