Road Reconstruction Provides ADA Accessibility, & Improved Stormwater Management

North Rock Hill Road is an urban collector and one of the major gateways into the City of Webster Groves connecting the City to other major roadways in the greater St. Louis area.  This project consisted of reconstructing approximately 2,000 lineal feet of roadway from W. Kirkham Ave to the north City limits at Bismarck Ave.  

The existing street consisted of two 15 feet wide driving lanes with a rolled curb and narrow asphalt shoulders on both sides.  The additional lane width and asphalt shoulders were used as unsightly makeshift parking lanes on both sides.This project improved the road to an 11 feet wide drive lane with an 8 feet wide parking lane on both sides.  The additional width resulted in the need to also reconstruct the existing sidewalks and driveways.  Intersections with existing side roads were designed to work with the new road profiles while sidewalks and handicapped ramps were constructed to meet current ADA requirements.   

Coordination between the utilities was necessary to accomplish various relocations and adjustments.  This work included relocating power poles containing both overhead electric and telephone behind the new curb and adjusting water, gas and sewer facilities to the new grades.
The Metropolitan St. Louis Sewer District required conformance to their Stormwater Quality Requirements to treat runoff prior to discharging into the storm sewers.  To accomplish this Pervious Interlocking Concrete Pavers (PICP) were designed for use in the parking lanes.  On site percolations tests were completed to allow for a higher ratio of impervious to pervious area and a 16” aggregate drainage base in lieu of the standard 12” base to meet the requirements.  The pavers were chosen by the City to provide a contrast from the normal drive lane.  This also allows for the pavement to be removed and replaced should that ever be necessary for maintenance.
